o..
PUBLICfiEALTH SERVICES
#
SAM JOA TIT COUNTY
ENVIRONMENTAL HEALTH DIVISION .
Ernest M.Fujimoto, M. D., .I . Acting Health Officer
304 Em Weber Ave.,Third Floor P. 0. Box 388 • Stockton, CA 95201.0388
209/468-34211
Memo From the Q sk of 1Vlary Meays
Senior REHS
To: Lori Casias
Date: August 7, 1996
Suect: Spanos Petition regarding 5000 South Airport, Stockton CA
Dori,
The information which you requested.,yesterday, for the most part was contained in
PI ISIEHD's petition response dated October 17, 1995. 1 have prepared responses to your
specific questions regarding the, evidence PHS/EHD used to identify A.G. Spanos Jet Cterteadetermine that the tanks leaked. during the A.G. Spanos :Tet Center's operation of the
and the dates of the Jet Center's operation.
The evidence which.:PHSIEHD used when naming A.G. Spanos Jet Center as a responsible...
party1or an unauthorized release was obtained at the time of the removal of the
were operated by the Jet Center.
The Jet.Center operated four 25,000 gallon underground storage tanks, 1845-01 to .1845-04.
According to Airport.recor;.the Jet.Center began operation in 1980 and ended operation in
t ctpber 198Q. PHS1EIMformerly forwarded the lease agreement which was dated May 15
1984, between the Jet Center and the Airport. As of October 1.1; 1989; the Jet Center was
only operating tanks 11845-02 and 1845-03. The Jet Center began operation of a newly
installed 20,000 gallon underground storage tank in November 1989.
The tanks which.the Jet Center previously used were not operated between:.the time following
the.Jet Center's operation and the time that the tanks were removed in February 1990.
At the time of tank removal, five sail samples were collected from beneath each.UAL Soil
contamination was evidenced beneath all tanks that the Jet Center operated...1 have attached a :
summary of the analytical results obtained during the removal of the fuel tanks which vette
located in the Tank farm.
PH.S1E1113 does not have record of any repairs of the tanks operated.by the Jet Center.
Therefore, there is no.evidence to suggest, that if the release occurred prior to the Jet Center's
operation, that the release did not continue throughout the Jet Center's operation.
A:Division of San.Joaquin County Health Care Services
