Stroh, Manager I II
Subject: Underground Storage Tank Update; AGENDA ITEM 9
p
Ii
This communication is for the purpose of updating the Board as to the status of
the investigation of contamination from unauthorized releases from underground
storage tanks (UST's) located at the District's Lodi and,Stockton yards.
Il 1
As you are aware, the District has been actively investigating gas and oil
contamination at both yards at the request of theSan Joaquin County EHD.
Currently, the status of the investigations are as Hollows:
LODI YARD
1. Weston, Inc., the district's consultant, finished a soil and groundwater
investigation in August 1994. The investigation fodrid that contamination is
evident in at least two areas of soil, but no contamination was found in
groundwater. Weston has recommended that excavation and disposal of
the contaminated soil be performed as a method of remediation.
il
2. Two (2) monitoring wells are in place, and two (2) wells have been destroyed
to facilitate soil and water analysis below the bottom elevation of the wells.
STOCKTON YARD
1. Weston finished a soil and groundwater inve I igation in October 1994. The
investigation found that contamination is evident in at least two (2), and
maybe three (3) areas of soil. No contamination wds found in the
groundwater. Weston recommends no further action regarding the soil
contamination due to the low levels of contaminants found.
I
2. Three monitoring wells were installed during the invll stigation and are
available for further use.
I reviewed the Weston reports with San Joaquin County Public Health Services,
Environmental Health Division (EHD) representatives in January 1995. During
this review we discussed the current status of the'two sites, Weston's
investigation procedures and testing protocols, arid aspects of continued
investigation and remediation techniques.
EHD sent a follow-up letter to the district after our,, January meeting, of which a
copy is enclosed. The letter identifies areas of concern: EHD has relative to
both sites. The letter also states several courses`of action that need to be
taken, and dates of compliance for those actions:;
