Work Plan for Groundwater Monitoring Well Installation at the California Army National Guard <br />Stockton Field Maintenance Shop, Stockton, California <br />3.0 PROPOSED ACTIVITIES <br />This section describes specific activities associated with the scope of work intended to delineate <br />the extent of impacts to site groundwater from contaminants released from the former USTs, <br />determine the direction and gradient of groundwater flow at the site, and perform a preliminary <br />evaluation of the potential need to implement remedial activities for site groundwater <br />contamination. To meet these project objectives, the proposed scope of work will include <br />obtaining the necessary groundwater monitoring well construction permits, performing site <br />clearance from potential underground utilities or other obstructions, and installing five <br />groundwater monitoring wells to evaluate the lateral extent of groundwater impacts at the site. <br />The scope also includes implementation of a quarterly groundwater monitoring and reporting <br />program to evaluate variations in contaminant concentrations and groundwater gradient over <br />the course of one year and, based on the findings of that program, providing recommendations <br />for future investigative and/or remedial actions, as necessary and appropriate. <br />All proposed field activities will be conducted in accordance with the Accident Prevention Plan <br />(APP)/Site Safety and Health Plan (SSHP) (Appendix B). <br />3.1 PERMITTING <br />The San Joaquin County Environmental Health Department (SJCEHD) is the lead agency that <br />oversees the installation of groundwater wells within San Joaquin County. In accordance with <br />SJCEHD requirements, one well permit application will be filed for each of the five proposed <br />groundwater monitoring wells, and the appropriate well permit application fee will be submitted. <br />Once the permits have been issued by SJCEHD, field activities will be scheduled. <br />3.2 SITE PREPARATION <br />All proposed field activities will be coordinated in advance with the CVRWQCB and with CA <br />ARNG personnel. Site preparation activities will be coordinated by OTIE's Field Manager, and <br />will be initiated by a visit to the site to mark proposed groundwater monitoring well locations and <br />ensure that those locations are cleared for underground utilities or other obstructions. This <br />clearance will include: <br />• Reviewing with CA ARNG personnel available site drawings indicating the <br />approximate locations of all underground utilities (e.g., water, sewer, <br />telecommunications, cable television, electric and gas) associated with site <br />operations, making use of any anecdotal information that may be available through <br />CA ARNG personnel familiar with site operations; <br />• Marking the proposed locations with white spray paint; <br />• Clearing the specific locations using a contracted private utility locator, who will use <br />appropriate geophysical techniques to identify potential underground obstructions at <br />those locations; and <br />• Making appropriate notification to Underground Service Alert (USA) at least 48 hours <br />prior to commencement of invasive drilling activities. <br />OTI E <br />
