• Field Sampling p g Plan for the
Former UST Location at Stockton FMS #24
California Army National Guard
EXECUTIVE SUMMARY
ESA This Field Sampling Plan (FSP) Addendum was prepared for the California Army National
Guard (CA ARNG) under contract to the United States Army Corps of Engineers, Sacramento
District. This FSP was prepared to evaluate the presence of fuels, volatile organic compounds
(VOCs), and metals contamination at the former underground storage tank (UST) location at the
CA ARNG Stockton Field Maintenance Shop (FMS) #24 (formerly called the Organization
Maintenance Shop [OMS]). The evaluation will be accomplished by:
• Drilling boreholes (using hollow -stem auger [HSA] or other similar technology) at the location
of the former USTs to determine whether total petroleum hydrocarbons (TPH) as gasoline
(TPHG) and diesel (TPHD), VOCs, and metals are present at the former UST location.
ES.2 The Stockton FMS #24 is located at 8010 South Airport Way, Stockton, California, 95206
(Figure ES -1) and includes a former refueling area with dispenser island and USTs (removed),
vehicle inspection rack, one active and one inactive oil/water separator (OWS) (also identified as
clarifiers by the CA ARNG), vehicle maintenance facility, and hazardous waste storage sheds.
ES.3 The area under investigation for this FSP is the former UST location at FMS #24. FMS #24
previously contained a fuel island with two associated dispensers and fuel lines and USTs for fueling
privately owed and installation vehicles. The source of contamination to be investigated at this site is
the former location of two former USTs (one 5,000 gallon diesel and one 10,000 gallon gasoline) and
associated piping. The USTs were removed in April 1996. During removal and excavation of the
USTs and associated piping, soil samples were collected, and based on soil sample analyses, releases
of diesel fuel and gasoline had occurred from the two USTs (Versar, Inc., 2004). It is unknown if soil
removed from the excavation was placed back into the UST excavation pit or if the remaining space
was filled with clean fill material. Recommendations for investigation of the location of the former
USTs are presented in Table ES -1.
Table ES -1. Planned Activities for the former UST location, Stockton FMS #24
Potential Contaminant
Source Area Recommendations
USTs Drill five exploratory borings down to groundwater and collect soil and groundwater
samples for analysis at the former diesel and gasoline UST location. In addition, hand
auger one boring to 5 feet bgs and sample metals for background.
Soil and groundwater samples will be analyzed for TPH as gasoline and diesel,
VOCs, and metals.
bgs = below ground surface
FMS = organizational maintenance shop
TPH = total petroleum hydrocarbons
UST = underground storage tank
VOC = volatile organic compound
K:\Wprocess\00251\CA ARNG\Stockton FSP\FINAUStockton FSP.doc 1 August 2006
