Vicki McCartney [EH]
From: Vicki McCartney [EH]
Sent: Tuesday, July 01, 2014 10:34 AM
To: 'May, Belinda A LTC USARMY" NG CAARNG (US)'
Subject: RE: Stockton CSMS Soil sample results (UNCLASSIFIED)
Belinda,
I regret that I received the laboratory analytical data for the JP-8 spill at 8020 South
Airport Way in Stockton, California on th same day that the hole had to be filled. All
day long as Don and I communicated either by phone or email, I was well aware that people
were standing in the hot sun with tempera ures well above 100 degrees Fahrenheit waiting
to fill the hole.
What concerns me is that the laboratory r ported only a portion of the 8270 compounds.
Instead of using method 8270, the lab ran t e soil samples by 8270 Selective Ion
Monitoring (SIM) . This meant that only sixteen compounds were reported instead of well
over sixty contaminants. Since the "Rev' ed Technical Proposal" dated 27 May 2014, stated
that the soil samples would be analyzed b (Environmental Protection Agency (EPA) methods
8015 and 8270, I expected the laboratory o run the samples and report the entire list of
compounds by method 8270. This was not the case. The laboratory only reported the
polyaromatic hydrocarbons (PAHs) .
I would have preferred that the scope of work had been followed. I reluctantly agreed to
fill the hole based on the low concentrat'ons of JP-8 that had been detected in the two
soil samples.
I would hope in the future that more time is given (several days) between when the
analytical data are made available to who ever and when the final fieldwork is completed.
(Let me clarify that I have had an extensive background working in medical and
environmental laboratories. )
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209) 468-9852
Email: vmccartney@sjcehd.com
-----Original Message-----
From: May, Belinda A LTC USARMY NG CAARNG JUS) [mailto:belinda.a.may.mil@mail.mil]
Sent: Tuesday, July 01, 2014 9:20 AM
To: Vicki McCartney [EH]
Subject: RE: Stockton CSMS Soil sample re ults (UNCLASSIFIED)
Classification: UNCLASSIFIED
Caveats: NONE
Vicki,
I heard from Don - he provided you with ii ormation on how to better understand the lab
results, why the 8270 method was use, and ow this method and the TPH analysis for jet
fuel/diesel were appropriate for JP-8.
Our contract covered the labor/equipment up to yesterday's work (filling the hole with
clean soil) . The next step is report preparation and submission to the SJ County EHD for
review and request for case closure.
Belinda May, LTC
Environmental Compliance Officer
belinda.a.may.mil@mail.mil
COMM: 916-369-4375
FAX: 916-361-3438
1
I
