5900 Hollis Street, Suite A <br /> Emeryville, California 94608 <br /> Telephone: (510)420-0700 Fax: (510)420-9170 <br /> CONESTOGA-ROVERS htto-11www craworld corn <br /> & ASSOCIATES <br /> February 13,2013 <br /> Reference No.070001 <br /> Mr.John Yoakum,Senior REHS <br /> San Joaquin County <br /> Environmental Health Department F i •' <br /> 1868 E.Hazelton Ave. <br /> Stockton,CA 95205 ENVIRONMENTAL REALTH <br /> Re: Wel]Abandonment-Water Board Approval and Procedures <br /> PERIXTUSERVICES <br /> RCCI Property-Wastewater Evaporation Ponds <br /> Intersection of Lathrop Road and <br /> Existing Union Pacific Railroad Tracks <br /> Lathrop,California <br /> Dear Mr.Yoakum, <br /> On behalf of Union Pacific Railroad Company(UPRR),Conestoga-Rovers and Associates(CRA)has prepared this <br /> letter to explain the well abandonment procedures at the UPRR-RCCI Property Purchase(Site)located in Lathrop, <br /> CA.The attached email conversation between CRA and Roberto Cervantes of the California Regional Water Quality <br /> Control Board-Central Valley Region(Water Board)shows the approval from the Water Board to abandon <br /> monitoring wells MW-3,MW4,and MW-5. <br /> SITE HISTORY <br /> The Site is located in a mixed agricultural-industrial,unincorporated area west of the City of Manteca in San Joaquin <br /> County,California(see Figure 1).The Site is bordered by UPRR's Intermodal Terminal and fallow agricultural land <br /> to the northwest and north;by the Cal Suprema Cheese facility(Suprema)and an almond orchard to the east and <br /> south east;by a concrete plant,an almond orchard,and Lathrop Road to the south,and by the South San Joaquin <br /> Irrigation District(SSJID)Irrigation Canal,UPRR tracks,and the Sharpe Army Depot to the west(see Figure 2). <br /> The Site has several former wastewater evaporation ponds associated with the neighboring DeGroot&Sons property <br /> to the east,currently occupied by Suprema(see Figure 2). Wastewater related to cheese and whey production and <br /> cleaning operations at the Suprema facility was discharged to the ponds. The ponds were active from the mid-1990s <br /> to approximately 2002. The ponds have steep sides up to 10 feet(ft)deep and are currently dry and overgrown with <br /> vegetation. The Site contains three monitoring wells,MW-3,MW4,and MW-5. <br /> MONTITORING WELL ABONDONMENT <br /> Under the authority of Water Board,UPRR is planning to excavate soils from the former evaporation ponds.Prior to <br /> UPRR's planned excavation of the former evaporation ponds,CRA plans to properly abandon monitoring wells MW- <br /> 3,MW-4,and MW-5.The wells are constructed of 4-inch diameter wide schedule 40 PVC and are set at total depth of <br /> 28 feet below ground surface. Before well abandonment activities occur,a private utility company will clear the <br /> surrounding area of utilities.CRA will oversee Cascade Drilling,Inc.properly abandon the wells by overdrilling the <br /> wells with 10-inch diameter wide hollow stem augers.The borings will be filled with neat cement through a tremmie <br /> pipe or hollow stem augers from the bottom of the well to the surface.The surface will be backfilled with cement to <br /> grade. <br /> Equal <br /> Employment Opportunity <br /> Employer <br /> Worldwide Engineering,Environmental,Construction,and IT Services <br />
