Airport Way I'
Tracy, CA `t
I a
San Joaquin County Public Health Services,Environmental HealthDivision(PHD/EHD)is the lead agency providing the oversight
of the investigation and cleanup of releases from underground storage tanks within,jSan Joaquin County. PHS/EHD has a contract
4 with California State Water Resources Control Board to conduct an underground storage tank corrective action program. Section
25299.37 (c) of the Health and Safety Code provides us the authority to require an investigation and cleanup of unauthorized
releases. The above referenced site %%-as placed in the Local Oversight Program (LOP)'I in November 1989.
PHS/EHD provided oversight in December 1989 during overexcavation of conta inated soil that was removed from the former
tank location. The excavated soil was aerated on-site and the excavation backfilled with clean material. Soil sample results from
the final limits of the excavation indicated a groundwater investigation was warranted. This office notified you in a letter dated
April 9, 1990 to conduct a groundwarer investigation and submit a Preliminary,rReport by June 1, 1990.
PHS/EHD has reviewed your file to determine if you are in compliance with corrective action orders and directives. Compliance
with corrective action orders and directives is a requirement for reimbursement)of cleanup costs from the Cleanup Fund.
't t
As a result of the review, it has been determined that you are not in compliance. The full extent of gasoline contaminated soil
and groundwater has not been determined. In order to remediate the gasoline contamination; you must fully characterize its limits.
For cases such as yours, the Cleanup fund is providing responsible parties with an opportunity to come into compliance. You
must take positive concrete steps to come into compliance.
i
Accordingly, you are directed to submit a workplan to this office within 90 days from the'date of this letter. The workplan shall
include: 11 1
1. A proposal to further define soil and groundwater contamination.
I
{I 2. A permit application for soil boring/monitoring wells
3. A work scheduleitimeframe for completion of required work.
If you have any further questions regarding the provisions of this letter, contact HarlinlKnoll, at (209) 468-3442.
{
Donna Heran, REHS, Director
Environmental Health Division
j I
1
Harlin Knoll, Senior REHS Diane M.
