Grantline.
During the investigation of the above site, contamination was confirmed in the area of
the tank location. Due this new leak source being identified, these tanks would have to
be replaced due to the inability to reline the tanks to stop leakage. The relining of tanks
is prohibited by CCR title 23 Section 2661 (c).
The lateral and vertical extent of soil and groundwater contamination found at this site
must be defined. Remedial alternatives must be evaluated and the most cost effective
alternative implemented. It has been demonstrated that excavation/removal of
contaminated soil is an effective remedial alternative in this area of Tracy. Our agency
recommends that contaminated soil be excavated, immediately after the existing
underground storage tanks (UST's) have been removed, as an interim remedial action.
A plan for this work must be submitted to our agency. We will conduct public notification
prior to approval of the work plan. The owner or operator of the UST's should complete
a State Water Resources Control Board Petroleum Underground Storage Tank Cleanup
Fund application and obtain preapproval from them for the costs of the investigation and
remediation work performed at this site.
If you have any further questions regarding this matter, please contact Harlin Knoll,
Senior REHS, at (209)468-3442 concerning any site investigation and remediation
information, or Doug Wilson, supervising REHS, at (209)468-3446 for information
concerning permits and inspections for underground tanks.
Karen Furst, M.D., M.P.H.
Health Officer
Doug son, Supervising R.E.H.S.
Environmental Health Division
DW/dw
A Division of San Joaquin Counry Health Care Services
