Tracy Get and Go <br /> 574 W Grant Line,Tracy <br /> 5/18/99 Arrived on site two hours earlier than the designated 24 hour time period <br /> was over. I observed the C.L.Bryant crew working on the vacuum test <br /> assembly.I asked Robert Rhein what they were doing he responded that the <br /> test assembly was not holding vacuum so they had repaired the leak in the <br /> test assembly with silicone and had put the test assembly back together. I <br /> told Robert that they were not supposed to touch it until I returned to verify <br /> that the tank held vacuum for 24 hours.Robert said he would have told me <br /> that they took it apart when I arrived that the tank was holding pressure and <br /> that the test assembly was leaking. I told Robert that we need to test the tank <br /> with 5 mm Hg for another 24 hour period and this time I will put evidence <br /> tape on the test assembly to insure that they do no tamper with the tank. <br /> Robert said that after the 24 hour test the annular space will be filled with <br /> water again and that he would not be able to place the new interstitial sensor <br /> in the tank. I suggested that he pump the tank out now and after it is empty <br /> we can start the vacuum test.The water removed from the tank was placed <br /> in a 55 gallon drum. 55 gallons of water was removed from the tank. See <br /> OIR. <br /> Robert suggested that after the second 24 hour test is completed that the <br /> tank may have more water in it once again (because it is slowly percolating <br /> out of the walls of the tank) and since he wants to get the station up and <br /> running he wants to put the sensor in the tank but above the water level. I <br /> told Robert that the new sensor will not be put into the interstitial space as <br /> long as there is water in the space because the sensor might be damaged <br /> again during water removal procedures. <br /> Spoke with Satnam.He is not selling any gas because he does not want to sell <br /> only premium. I explained to Satnam that there may be a hole in the <br /> secondary tank. I also told him that Robert was trying to fake the vacuum <br /> test in order to speed up the permit process. Satnam said he would rather <br /> have the job done correctly that to open the station with a broken tank. I <br /> told him that the tank may have been damaged during installation. I base this <br /> on my observations of D and S dragline placing the tank in the excavation <br /> and removing it several times while they excavated additional material.The <br /> additional material was removed so that the dead men could be placed <br /> farther apart to make room for the tank. <br /> 1 ' <br /> U <br /> l <br />
