The UST system at this facility has been identified by the State Water Resources Control Board to
be located within 1000 feet of a public drinking water well and must test the UST system once using an
enhanced leak detection (ELD) test. This testing has not been completed. Immediately schedule this
test and provide 48 hours notification to the EHD. An Environmental Health Department permit is
required for this work. Send the test results to the EHD within 30 days of the test.
302, 303, 308. The facility has double-walled flex line installed. Secondary piping test boots were not
pulled back or opened under the four dispensers to allow piping leaks to flow to the nearest liquid
sensor. All monitoring equipment shall be maintained to be able to detect a leak at the earliest possible
opportunity.
In addition, ten of the twelve Schrader valves were installed on the product lines in dispensers 1/2, 3/4
5/6 and 7/8. The Schrader valves and test boots prevented gasoline product leaks in the lines between
the dispensers from flowing to a liquid sensor. All leaks into the secondary containment must flow to a
liquid sensor.
The testing technicians removed all Schrader valves and rotated the test boots down under all of the
dispensers, correcting the violations during the inspection.
Notes
1. Complete the following by January 27, 2012 and send to the San Joaquin County Environmental
Health Department:
a. The Return to Compliance Certification form.
b.
