A site plan must be submitted identifying the locations <br /> where monitoring will be performed. The site plan was missing the locations of the annular sensors. During the <br /> inspection the annular sensors were added to the site plan and the revised site plan was uploaded into the <br /> California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 204 CCR 2712(i) Current monitoring plan approved by the EHD not found on site. <br /> An approved copy of the monitoring plans was not available for inspection. A copy of these plans shall be <br /> accessible on site at all times. The revised monitoring plans were downloaded from California Environmental <br /> Reporting System (CERS) and placed in the binder during the inspection. <br /> This was corrected on site. <br /> This is a repeat violation, Class Il. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br /> Liquid was observed in the 87-product submersible turbine pump (STP) sump, and in all four under dispenser <br /> containment (UDC) sumps. If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. The service technicians removed approximately three cups of liquid <br /> from the 87-product STP sump and approximately one-half cup of liquid from each UDC. Ensure that all sumps are <br /> maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 18, 2017. <br /> Inspector arrived at the site at 8:40 a.m. for an 8:30 a.m. appointment. Service technicians had already <br /> removed the 208 sensors and fastened the boots in the 87- and 91-product submersible turbine pump (STP) <br /> sumps and had begun secondary containment of the 91 STP sump. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
