Failed to label containegh an initial start date and retain records for 3 Os(CCR66262.130(c)): <br /> Description of Findings: <br /> The facility has a 55 gallon drum of waste oil filters without an accumulation start date. The facility does not have <br /> disposal or recycling records for the filters. Have the filter removed from the site by a metals recycler or a hazardous <br /> waste hauler. Send the recycling receipt to the Environmental Health Department by March 18,2010. Drained used <br /> oil filters can be accumulated for one year before recycling(less than one ton of filters). <br /> Corrective Action: <br /> An estimated accumulation start date was marked on the collection container immediately after the inspection. A <br /> waste pick-up is scheduled for March 3,2010 by Rineco,Inc. A copy of the initial hazardous waste manifest will be <br /> promptly sent to you after the shipment as proof of disposal. <br /> Item#27. Failed to keep containers of HW closed except when adding HW(CCR66262.173(a)): <br /> Description of Findings: <br /> An open 5 gallon container and an open mobile oil drain device were observed near the waste storage area. Both were <br /> full of waste oil and were generated a week ago according to facility personnel. Empty these containers into <br /> hazardous waste labeled and covered the containers soon after generating the waste. Violation was corrected during <br /> the inspection. Two photos were taken by the inspector and can be found in Attachment 5. <br /> Corrective Action: <br /> As noted above,the violation was corrected during the inspection. Additionally,a weekly checklist has been <br /> developed and will be completed weekly starting this week. A copy of this checklist can be found in Attachment 6. <br /> Item#50. Stored hazardous waste onsite greater than 180 days(CCR66262.34(d)): <br /> Description of Findings: <br /> The facility has a 55 gallon drum of oily absorbent with an accumulation start date of January 23,2008. Have the <br /> absorbent waste hauled from the site by a hazardous waste hauler and send a copy of the manifest to the <br /> Environmental Health Department by March 18,2010. Small hazardous waste generators can accumulate waste for <br /> 180 days before disposal. One photo was taken by the inspector and can be found in Attachment 7. <br /> Corrective Action: <br /> The waste absorbents are scheduled to be picked-up for disposal on March 3,2010 by Rineco,Inc. A copy of the <br /> initial hazardous waste manifest will be sent to you promptly after the shipment as proof of disposal. <br /> Item#52. Failed to comply with CFR 262.34(d),(e),and(f)(CCR66262.34(d)(2)): <br /> Description of Findings: <br /> The modified emergency coordinator information sheet was not posted by the facility phone for use by employees. <br /> Fill out and post the provided form(or equivalent)and send a copy to the Environmental Health Department by March <br /> 18,2010. <br /> Corrective Action: <br /> At the time of the inspection,an emergency contact list was posted in the employee breakroom however, since the <br /> inspection,the emergency coordinator form you provided was completed and posted in the employee breakroom and <br /> by several phones in the office area. The completed form and photos of the posted locations can be found in <br /> Attachment 8. <br /> Item#60.61.62. Failed to keep signed copy for 3 years,determine status of HW when manifest not received and file an <br /> exception report(CCR66262.40(a);CCR66262.42(a);CCR66262.42(b)): <br /> Description of Findings: <br /> The facility does not have the TSDF signed copy of the hazardous waste manifest 000300637GBF date January 29, <br /> 2008. The facility must obtain this manifest within 30 days of the manifest date,usually from the transporter. File an <br /> exception report with the DTSC if the TSDF copy is not received. Send a copy of the TSDF signed manifest to the <br /> Environmental Health Department by March 18,2010. <br />
