Airport Way has an existing <br /> right-of-way width of 80 feet, and a planned right-of-way width of <br /> 110 feet. Recommendation: None. <br /> - Local Health District - Conditions : 1. Should a new water well be <br /> provided, it must be under a Well Permit and inspected by the Local <br /> Health District. 2. Should restrooms be provided in the new pro- <br /> cessing plant, a Sanitation Permit must be obtained from the Health <br /> District. 3. All liquid wastes generated by this operation are to <br /> be retained on the premise so as not to cause a nuisance or a health <br /> problem. There can be no drainage of liquid waste products off of <br /> the premise. 4. Refuse, garbage and other solid waste material must <br /> be stored and removed in accordance with San Joaquin County Ordinance <br /> #877 & #1481. 5. Application must be made to the San Joaquin County <br /> Air Pollution Control District for the necessary permits to obtain <br /> an Authority to Construct. 6. If this facility produces a food <br /> product, plans must be submitted to the Bureau of Milk and Dairy <br /> Foods Control, California State Department of Agriculture. <br /> - Air Pollution Control District <br /> - Pacific Telephone & Telegraph Company <br /> - Pacific Gas & Electric Company <br /> - Manteca-Lathrop Fire District <br /> - South San Joaquin Irrigation District <br /> - City of Manteca - No comment as it is outside our adopted sphere of <br /> influence boundary. <br /> - Lathrop Municipal Advisory Council <br /> - Agriculture Department <br /> OTHER CONSIDERATIONS <br /> - The Environmental Review Officer has determined that this project <br /> may be processed under a Negative Declaration. The Initial Study <br /> is on file in the Planning Department. <br /> - The proposal is to construct a 100' x 40' whey processing room, <br /> a truck wash station and to enclose an existing steel dock. <br /> - An existing cheese/milk processing plant and dairy complex already <br /> exists on the property. <br /> - The 10' x 40' trailer was recently approved for a caretaker/watchman <br /> as the total land combined exceeds 20 acres and conforms to the <br /> mobilehome ordinance. <br /> - The property actually consists of 4 separate parcels. These should <br /> all be legally combined as the proposal will, for all practical <br /> purposes, accomplish this as it straddles one of the property lines. <br /> - The proposal is an expansion of a use originally established under <br /> Use Permits U-72-203 and U-75-83. <br /> - The proposal is agricultural in nature ana is consistent with the <br /> zoning and General Plan. <br /> RECOMMENDATION AND FINDINGS <br /> Ratify the Negative Declaration. <br />
