Mr. Kinney was hired by Earth Grain's to clean <br /> the donut machine out. The following are the events Mr. Kinney stated to <br /> me how the material was released. <br /> Mr. Kinney started the clean up on July 25, 1990. He used 50 gallons of <br /> water and 55 gallons of Muriatic Acid. Mr. Kinney was circulating the acid <br /> through the machine then out to a drum and back into the machine. Mr. <br /> Kinney came back to the machine on July 26, 1990, and found a gasket had <br /> dissolved because of the acid. Approximately 15 gallons had been released <br /> onto the concrete. Mr. Kinney used a water hose to place 20 gallons of <br /> water onto the acid. Mr. Kinney thought he had naturalized the acid. He <br /> then removed his drum of acid waste and left. Mr. Kinney did not inform <br /> anyone at Earth Grain's about the release. <br /> Mr. Kinney stated he was a chemical broker with a chemical broker <br /> business license. Mr. Kinney said he is the only one in this area who <br /> performs chemical cleaning of equipment. He mainly cleans boilers.
