We inserted a camera in the lines but
weren't able to detect any cracks. We did however notice that there was liquid on one side and nothing on the
other. We also closed off the piping and applied air. The one side without the liquid didn't build up any pressure
at all. So we're confident that the break in the pipe is at the elbow joint located outside the building. Our plant
engineer also indicated that there were footings for the building wall that go down about 2 feet into the ground. If
the leak was inside the building in the piping from the tank to the chiller, it would have had to go down 2 feet
below the footings and then back up into that asphalt channel where we noticed the liquid. It's highly unlikely for
this scenario so we're pretty confident most of the soil borings will be focused outside of the building.
So right now a work plan for determining extent of contamination is being drafted and will be submitted to your
agency for permits to drill. Anticipated start date once permits are issued is April 22nd. Once we determine the
extent of contamination, the analytical results will be reviewed to determine what cleanup is required, if any.
Do you want a copy of the work plan once I receive it?
Lon
From: Garrett Backus [EH] [mailto:gbackus@sjcehd.com]
Sent: Wednesday, March 25, 2009 4:17 PM
To: Lon Kitagawa
Subject: RE: acid spill on Feb 16, 09
Lon,
Is there a cleanup plan for the acid spill?
Thank you,
Garrett Backus, REHS
San Joaquin County Environmental Health Department
600 E.
