WEND <br />SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DEPARTMU ff 2 2 2006 <br />HAZARDOUS WASTE GENERATOR PROGRAM INSPECTION <br />INSPECTION DATE: 4/12/06 AND 4/13/06 ENVIRONMENT IiEALTH <br />PERMIT/SERVICES <br />#12 Facility not maintained to minimize the release of a hazardous waste. <br />The drum in question was being used to contain scrap pieces of steel and metal cuttings <br />from the cutting saw in the maintenance department. The liquid that appeared to be <br />leaking from the drum was cleaned up prior to making its way to the storm drain. Upon <br />further investigation, it was determined that the liquid was not leaking from the drum, but <br />probably the result of someone emptying a cup of coffee into and outside of the drum. <br />The liquid in the drum was probably the result of an accumulation of rainwater as well as <br />some of the coffee. <br />A sample of the liquid was sent to a lab. The attached lab results indicate the presence of <br />waste oil, most likely from the metal cuttings. The drum will be removed from the area <br />and will no longer be used for scrap pieces of steel. From now on, scrap steel will go <br />directly into the recycle bin and metal cuttings contaminated with oil will be kept in a <br />closed, labeled container next to the cutting saw in the maintenance shop. The metal <br />shavings were cleaned out of the drum and placed into another container. It will be <br />disposed of within 30-45 days. <br />#20 Failed to properly label containers of hazardous waste. <br />The drum in question was removed from the satellite accumulation area within one year <br />of the satellite accumulation start date, but had not been removed offsite within one year <br />of the start date. <br />The drum was transported offsite on Manifest #24415664, ltd. From now on, drums in <br />satellite accumulation areas will be moved to the storage area after 10 months to allow <br />time to transport the drum to a TSDF prior to the expiration of the one-year satellite <br />accumulation time limit. <br />The one -gallon container stored in the flammable cabinet in the machine shop was <br />identified as waste machine coolant. A hazardous waste label was placed on the <br />container and it will be handled as a lab pack item. It will be disposed of within 30-45 <br />days. <br />#75 Small Quantity Handler (SQH) did not manage Universal Waste (UW) <br />accordingly. <br />Boxes have been purchased and the fluorescent tubes that were being stored in the <br />North entrance of the warehouse have been packaged. UW will be picked up for <br />recycling within the next 30-60 days. <br />
