Airport Way, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to comply) <br /> Class II violations: (108, 133, 301, 305, 603) <br /> 108. Floor sweep was observed in the trash in Building 5. A cloth containing metal grindings was <br /> observed in a waste bin in Building 1. No hazardous waste determination has been made for either of <br /> these wastes. Any person who generates a waste shall determine if the waste is a hazardous waste. <br /> Immediately stop disposal in the trash of floor sweep and metal contaminated cloths, make a hazardous <br /> waste determination for these wastes, and manage them according the Title 22 hazardous waste <br /> regulations. Submit a statement and supporting documentation explaining how these wastes were <br /> managed by July 2, 2014. REPEAT VIOLATION <br /> 133. Tank assessments were not available on site for the Alodine tanks or the area under the chemical <br /> rinse tanks in Building 3. A hazardous waste generator shall obtain and keep on site a written <br /> assessment for each hazardous waste tank at the facility. This assessment shall be reviewed and <br /> certified by an independent, qualified, professional engineer, registered in California, and shall attest to <br /> the tank system's integrity. The assessment shall determine that the tank system is adequately <br /> designed and has sufficient structural strength and compatibility with the waste stored, and shall be <br /> written in accordance with Title 22 regulations. Immediately obtain written tank assessments for the <br /> hazardous waste tanks and containment at this facility in accordance with Title 22 regulations, maintain <br /> a copy on site at the facility, and submit a copy of each certified assessment to the EHD. <br /> 301. Metal fines were observed at the welding shop on the floor, around the doors, and outside the <br /> doors. Rusting was observed on the ground outside the welding shop doors. Facilities shall be <br /> maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br /> air, soil, or surface water which could threaten human health or the environment. Immediately collect all <br /> metal fines, and manage according to Title 22 hazardous waste regulations, and take all necessary <br /> precautions to ensure no future releases to the environment. Submit a statement and supporting <br /> documentation explaining how this waste was managed by July 2, 2014. REPEAT VIOLATION <br /> 305. The eyewash in Building 1 stated that it must be checked daily, tested and refilled weekly, and <br /> cleansed monthly. The eyewash stations in the Old 268 room and the paint booth stated they must be <br /> tested weekly. The eyewashes throughout the facility are all tested monthly. The eyewash station in <br /> Building 1A was blocked by an electric fan. All facility communications and alarm systems, fire <br /> protection equipment, spill control equipment, and decontamination equipment, shall be tested and <br /> maintained as necessary to assure its proper operation in time of emergency. Immediately conduct all <br /> necessary testing and maintenance on this equipment.
