Memorandum <br />CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD a CENTRAL VALLEY REGION <br />3201 S Street Sacramento, California 95816 Phone: 445-0270 <br />TO: Files -San Joaquin County Mosquito FROM: John Menke <br />Abatement District/Metropolitan Land & Water Use Analyst <br />Airport Facilities <br />DATE: % March 1986 SIGNATURE: `J <br />SUBJECT: PROPOSED WASH WATER MANAGEMENT <br />Two plans for a pesticide wash water facility at the Stockton Metropolitan <br />Airport were received 26 February 1986 for staff review. Plan I describes a <br />system that would utilize a portion of the existing wash pad and add curbs, a <br />reverse -grade gutter, -collection sump, pump, and above -ground storage tanks. <br />Plan II describes a system that would utilize a new concrete pad sloped to <br />control drainage and a sump, pump, and tanks similar to Plan I. With either <br />system the operational plan calls for rinse water generated from the exterior <br />washing of pesticide application equipment to flow to a double -walled sump from <br />where it will be pumped into above -ground tanks and stored until it can be , <br />reused as make-up water for pesticide applications for mosquito control. Since <br />there will be no on-site waste disposal or treatment with either system, staff <br />will not request a Report of Waste Discharge be filed, and no Waste Discharge <br />Requirements will be issued. However, staff does offer the following comments: <br />Plan I <br />I . The contractor should provide assurances that the junction between the <br />existing pad and the new curbs, gutter, and sump will be leak resistant. <br />2. The sump construction plans should be reviewed by the County Environmental <br />Health group responsible for the underground tank program in San Joaquin <br />County. It also appears that the sump construction could be simplified by <br />eliminating the inspection chamber and substituting a observation pipe that <br />would allow detection of any leakage past the stainless steel liner. <br />3. The rinse water storage tank (item 2 on the plans) should be relocated to <br />the concrete pad to provide secondary containment in the event of tank <br />leakage. <br />Plan II <br />I. The contractor should be directed to construct the pad and sump to be leak <br />resistant; special attention should be given to any joints necessary. <br />2.
