Initial attempt to contact the complainant Kirk Lance was <br /> unsuccessful. I was able to contact Chief Barnett who agreed to meet EHD inspector Garrett Backus on site and <br /> show the location of the spill. <br /> 5-7-12 Garrett B.: Received ER information from Ads C. Arrived on site at the National Guard maintenance yard <br /> along Airport Way at approximately 5 pm and called Chief Barnett at 988-7990. Barnett said the oil spill was <br /> located in the Flight area on Stimson Road. <br /> I drove to the back of the facility which is the Stockton AASF Flight Operations area. I spoke with Sergeant Germer <br /> and Captain Allen who showed me a small hydraulic oil spill below a helicopter on the north side of the facility. No <br /> storm drains were impacted. The spill was contained and cleaned up by Victor Retana according to Sergeant 1st <br /> class Blanca Gonzalez-Pryor. The oily absorbent spill waste was placed in an on site labeled hazardous waste <br /> drum. <br /> Sergeant Germer asked me to speak to Master Sergeant Antonio Pica by phone. Pica stated that the reported spill <br /> was in the Maintenance area. Pica said that Kirk Lance will call me tomorrow morning. <br /> 5-8-12 Garrett B.: I spoke with Kirk Lance by phone. Kirk said the hydraulic oil spill was caused by a leak on <br /> drilling equipment. Some of the oil entered the storm drain catch basin. Kirk said the drilling equipment operators <br /> used absorbent material to cleanup all spilled oil, including the storm drain. The absorbent waste was placed in an <br /> on site roll-off bin used to store contaminated soil generated during the drilling operation. I told Kirk that Harlin K. of <br /> SJC EHD will come out today to inspect the cleanup. Completed the Notification of Hazardous Waste Discharge. <br /> 05/08/2012 H. Knoll: I visited the spill Site to verify cleanup and disposition of affected waste (absorbent use to <br /> stabilize the hydraulic fluid liquid spill). Waste was placed in a roll off bin along with drill cutting and will be profiled <br /> prior to disposal into an appropriate waste facility. A Waste Manifest will be provided to the EHD,when available, to <br /> document final waste disposition.
