A hazardous waste generator shall not treat, store, dispose <br />of, transport or offer for transportation, hazardous waste without a hazardous waste ID number. Go to the DTSC <br />web site http://www.dtsc.ca.gov/IDManifest/PERMHWID.cfm for the form to reactivate the ID number . <br />Immediately reactivate your state ID number and submit evidence to the EHD. <br />This is a minor violation. <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />In the front yard area: <br />Two black 55 gallon drums contained unknown contents. <br />Three 5 gallon plastic buckets contained a black oily liquid. <br />One 4 quart container had an unknown liquid. <br />In the side storage shed: <br />Several paint cans and a bucket were observed on the second level. <br />In the hazardous waste storage area: <br />Two 55 gallon poly drums and three 16 gallon poly drums contained an unknown liquid. <br />Three 5 gallon plastic buckets contained a black oily liquid. <br />One blue 55 gallon drum contained an unknown liquid. The liquid had an acidic smell to it, indicating it was more <br />than rain water. <br />A dark oily puddle was on the ground in front of the drums. <br />Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br />complete hazardous waste determination for the above wastes and manage them according the Title 22 hazardous <br />waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. <br />This is a minor violation. <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br />An emergency coordinator and modified contingency plan information is lacking. There must be at least one <br />emergency coordinator on site or on call to coordinate emergency response measures, and the following <br />information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire <br />extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, <br />unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required <br />information by a phone. A form is provided that can be used for this purpose. <br />This is a minor violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />Copies of uniform manifests for the disposal of hazardous waste for used oil, used antifreeze, used oil filters, and <br />used absorbent were not found on site. Hazardous waste generators shall retain copies of all manifests signed off <br />by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and <br />have them readily available for review.
