According to both <br /> Rick and Nadine Morga, these containers are emptied into the used oil tank approximately once a week. A 55 gallon <br /> black steel drum labeled "used oil absorbent" was observed in the hazardous waste storage area with no hazardous <br /> waste labeling. A 55 gallon black steel drum of spent absorbent was observed in the hazardous waste storage area <br /> with a blank, faded hazardous waste label. All hazardous waste containers shall be marked with the following <br /> information: <br /> -the words "Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> A used oil filter was observed on the ground in the used oil tank secondary containment. A 55 gallon black steel drum <br /> of used oil filters & fuel filters was observed in the hazardous waste storage area with no accumulation start date. <br /> According to disposal records, used oil filters are hauled away approximately once a year, and were last disposed of <br /> on 2/25/15. Oil and fuel filters are being commingled in the waste drum without proper labeling. Used oil filters shall <br /> be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and marked <br /> with an accumulation start date. If they are commingled with fuel filters, they shall be labeled as "drained used oil and <br /> gasoline filters". Immediately containerize and properly label all filters and ensure that all used oil and fule filters are <br /> managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by July 15, 2015. <br /> *The report was amended on August 7, 2015. Removed violation #102. Added violation #202. A copy of the <br /> amended report will be mailed to the facility. <br /> **This facility has not paid their annual permit fees for 2015.** <br /> Note: The amount of waste generated in 2014 could not be calculated since the facility has not disposed of spent <br /> absorbent.
