The <br />objective is to ensure responsible leadership during emergencies to minimize or eliminate loss of <br />life, property and the environment. The plan establishes responsibilities and procedures for <br />anticipated emergency situations, training requirements for responsible parties and a list of <br />emergency response equipment. <br />1.1 This plan is maintained and will be reviewed periodically as appropriate, and updated by the <br />Environmental Compliance and Safety Management staff. The emergency contact telephone <br />numbers are reviewed and updated as appropriate. The plan will be reviewed and amended, <br />ifnecessary, when: <br />1.1.1 Applicable regulations are revised. <br />1.1.2 The facility changes in its design, construction, operation, maintenance or some <br />other way that materially: a) increases the potential for fire explosion, or release of <br />hazardous wastes, b) changes the response necessary in an emergency, c) the list <br />of emergency equipment changes, or d) the plan fails in an emergency. <br />1.2 The plan fulfills: <br />1.2.1 Cal -OSHA (and federal) "Emergency Action Plan" and "Fre Prevention Plan" (8 CCR <br />3220 and 3221; 29 CFR 1910.38) and "Hazardous Waste Operations and <br />Emergency Response" (8 CCR 5192; 29 CFR 1910.120) requirements - describing <br />the designated actions employers and employees must take to assure employee <br />safety from fire and other emergencies related to hazardous materials or waste. <br />1.2.2 Cal -EPA Department of Toxic Substances Control (and federal) "Preparedness and <br />Prevention Plan" (22 CCR 66265.30; 40 CFR 265, Subpart C) requirements - <br />outlining what has been done to prevent or minimize the likelihood of a fire explosion, <br />release or other emergency involving hazardous waste. FLEETWASH/Manteca <br />maintains this plan because it is a large generator of a waste stream classified as <br />"Non-RCRA Hazardous Waste Liquids (oily sludge water)" (22 CCR 66262.34; 40 <br />CFR 262.34) for its Stockton location. <br />1.2.3 Cal -EPA Department of Toxic Substances Control (and federal) "Contingency Plan <br />and Emergency Procedures' (22 CCR 66265.50; 40 CFR 265 Subpart D) <br />requirements - providing the procedures for a response to a hazardous waste <br />emergency in a manner that minimizes the hazards to human health and the <br />environment. FLEETWASH/Manteca maintains this plan because it is a large <br />quantity generator of hazardous waste (22 CCR 66262.34; 40 CFR 262.34) for its <br />Manteca, California location. <br />THIS DOCUMENT CONTAINS CONFIDENTIAL AND PROPRIETARY INFORMATION OF FLEETWASH, INC.
