NO.: CAR 000002279 <br /> Contaminant: None <br /> Remedy: Proposed Corrective Action Complete Determination <br /> 1. INTRODUCTION <br /> The California Environmental Protection Agency, Department of Toxic Substances <br /> Control (DTSC) has prepared this Statement of Basis for the proposed "Corrective Action <br /> Completion Determination" for the Solid Waste Management Units (SWMUs) and Areas <br /> of Concern (AOC) identified at the former Advanced Interconnect Technologies, Inc. (AIT) <br /> facility located at 551/555 Carnegie Street in Manteca, California (Site). <br /> The property owners, Ms. Lisa Beresford and Mr. John Palimeno, as part of due diligence <br /> in anticipation of the sale of the property began preparation of a Phase I Environmental <br /> Site Assessment (Phase 1) in late summer 2012. As part of the Phase I, the property <br /> owners contracted with Advanced GeoEnvironmental, Inc. (AGE) to begin the collection of <br /> Site background information and soil and groundwater data, as necessary, to assess <br /> historical on-site activities. In addition, in October 2012, DTSC required that a RCRA <br /> Facility Assessment (RFA) and Closure Report for the Advanced Interconnect <br /> Technologies, Inc. facility and the properties located at 551 and 555 Carnegie Street be <br /> completed under a Facility-Initiated Corrective Action Consent Agreement, Docket No. <br /> HAS-FIACA 12/13-033 dated October 12, 2012. <br /> In December 2012, AGE completed a draft Phase I/RFA and Closure Report (collectively <br /> Draft Report) for the Site on behalf of the property owners. The Draft Report identified <br /> seven former SWMUs where hazardous waste was used or stored and two AOCs as <br /> potential recognized environmental conditions. The nine areas identified as requiring <br /> further investigation were: <br /> SWMU No. 1 - Manufacturing Area <br /> SWMU No. 2 - Holding Tank and Sump Area <br /> SWMU No. 3 - Waste (water) Treatment Area <br /> SWMU No. 4 - Hazardous Waste Storage Pad <br /> Statement of Basis for Former Advanced Interconnect Technologies, Inc.
