All facility <br /> communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. <br /> This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> One oil drain pan container located inside the mechanic shop was at least 1/2 full containing dark oily liquid, the <br /> facility representative indicated that they empty the drain pan periodically"could be a week or could be couple of <br /> weeks."All hazardous waste containers shall be closed at all times except when adding or removing waste. <br /> Immediately close these containers and ensure all hazardous waste containers are closed when not adding or <br /> removing waste. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> The following containers were noted at the time of inspection: <br /> 1) One oil drain container located inside the mechanic shop was at least 1/2 full containing dark oily liquid, the facility <br /> representative indicated that they empty the drain pan periodically"could be a week or could be couple of weeks." <br /> 2) One 30 gallon container or ("Arma Clean") located inside the mechanic shop lacked hazardous properties and <br /> physical state on its label. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. Submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Onsite to conduct a routine hazardous waste generator inspection. At the time of inspection, the San Joaquin <br /> County Environmental Health Department (EHD) inspectors (Stacy Rivera and Elena Manzo) were accompanied <br /> by several SGS Stockton facility representatives (Mr. John Pallen, Mr. Danie Perez, and Mr. Stevan Dearrillaga <br /> Page 6 of 7 <br />
