18. If the spill is unmanageable, retain an outside contractor to perform the <br />cleanup. (Refer to the list of emergency cleanup contractors presented in <br />Section 4E.) <br />19. IF ABLE TO DO SO SAFELY, clean up the spill using the following steps: <br />a. Contain all free-flowing liquids with proper absorbent compound. <br />b. Sweep up absorbent and spill material with stiff brooms and place in <br />proper container for disposal. <br />c. Spread second application of absorbent compound over spill area(s). <br />Allow a few minutes for material absorption and then sweep up with <br />stiff brooms and place in proper container for disposal. <br />e. Place all contaminated materials used in the cleanup in proper <br />container for disposal. <br />f. Properly label all containers. <br />20. Decontaminate all equipment used in the cleanup and replace all emergency <br />supplies. <br />21. For procedures on how to handle media inquiries, refer to Section 5N, <br />Responding to News Media Inquiries. <br />22. Complete Scene -Management Checklist (Section 8). <br />23. If the release of hazardous material has entered or threatens a water <br />body, the Environmental Services Dedartment will submit to the Regional <br />Board a written report containing the following information: <br />a. A description of the release and its cause(s). <br />b. The period of release, including exact dates and times. <br />c. If the release has not been corrected, the anticipated time it is <br />expected to continue. <br />d. Steps taken to reduce, eliminate, and prevent recurrence of the <br />release. <br />24. A written report to the appropriate office of the California Department of <br />Health Services is required within 15 days after the incident when the <br />release posed a hazard or potential hazard to human health and safety, <br />property, or to the environment. <br />Contact your Regional or Departmental Environmental Coordinator for <br />assistance in preparing this report. <br />5-17 <br />
