Mr. Robert Doss <br />July 2, 1996 <br />Page 2 <br />Contingency Plan (NCP), Pacific Gas & Electric (PG&E) must ensure <br />that the nature and extent of all releases or threatened releases <br />of a hazardous substance are thoroughly investigated. This <br />objective was clearly specified and agreed to when entering into <br />the Consent Agreement in June of 1991. A thorough investigation <br />would consist of delineating the dispersion of contaminants to <br />background levels in order to completely define the extent of <br />contamination. Characterization to background levels would be <br />required in order to evaluate a cleanup to background alternative <br />in the Feasibility study". More than three years have passed and <br />we are discussing the same issues. Past meetings and conference <br />calls have not resulted in significant progress. DTSC requests <br />PG&E to manage this project with more commitment to achieving <br />project goals in a timely manner.
