MEMORAND <br /> June 24, 1991 RECEIVE ® <br /> JUN 2 7 1991 <br /> ENVIRONMENTAL HEALTH <br /> TO: Files PERMIT/SERVICES <br /> FROM: James Escobar, Deputy Public Works Director/O&M <br /> SUBJECT: HAZARDOUS MATERIAL SPILL: O BLOCK WEST TAYLOR STREET <br /> Charles Hunt, REHS, San Joaquin County Public Health Services, contacted me today to advise <br /> of a spill of approximately 30 gallons of Calcium Hydroxide. Roger Raymond, Manager of <br /> California Welding Supply Company, 817 S. Center Street, reported the spill on Monday, June <br /> 17, 1991. <br /> During an annual cleanup process, a sump pump on California Welding Supply Company's <br /> facility overflowed and approximately 30 gallons of Calcium Hydroxide flowed onto Taylor <br /> Street, south side, an estimated 75 feet east of Commerce Street. Taylor Street is the Santa Fe <br /> Railroad track area. Mr. Hunt had assumed Santa Fe owned the street area and contacted them <br /> as property owner. After he was advised the City owned the street, he notified us as the <br /> affected property owner. <br /> Calcium Hydroxide is a caustic material with a pH value potential of greater than 12.5. At this <br /> level the material is considered hazardous to humans and the environment. Mr. Hunt called to <br /> arrange a meeting at the site at 11:30 a.m. In attendance were Mr. Hunt, Mr. Raymond, Dave <br /> Miller, Santa Fe Railroad, and me. Mr. Hunt tested the pH level of at least four samples. Two <br /> on California Welding Supply Company's property and two on Taylor Street. Tested levels <br /> today were between 8 and 11.5. This falls below the hazardous threshold and takes it out of the <br /> jurisdiction of Public Health Services. Mr. Hunt request-A Mr. Raymond to remove some <br /> additional material from Taylor Street and try to achieve a maximum pH reading of 10.
