STOCKTON August 19 20 <br /> 15 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> ham# Remarks <br /> 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. <br /> A used oil filter was observed in a waste dumpster near the residential garbage can cleaning area. According to Mr. <br /> Carmichael, all the waste in this dumpster was originally received by the facility in residential garbage cans and <br /> placed into the dumpster by the facility staff after sorting. Mr. Carmichael stated that all jugs of oil received are <br /> drained in the curbside oil tank and any other hazardous wastes found are removed for proper disposal on site. He <br /> also stated that he believed the filter may have been inside a box that was thrown in the dumpster, and rolled out. <br /> Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste treatment, storage, and <br /> disposal facility (TSDF). The filter was removed from the dumpster at the time of inspection. <br /> This is a Class I violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> A blue poly container of metal fines was observed with a hazardous property of'other." All hazardous waste <br /> containers shall be marked with the following information: <br /> -the words"Hazardous Waste' <br /> - name and address of generator <br /> -hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> The label was corrected at the time of inspection. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 18, 2015. <br /> Note: (corrected on site) <br /> A 55 gallon drum of used antifreeze was observed with both bungs removed. No bungs were observed near the <br /> drum. All hazardous waste containers shall be closed at all times except when adding or removing waste. The <br /> drum was sealed closed at the time of inspection. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
