REPUBLIC SERVICES Safety Manua/ Hazard Communication Program Allied Waste Services of San Joa uin Coun ty I. PURPOSE The following Hazard Communication Program (commonly referred to as the Employee Right- To-Know Program)has been established by Republic Services for the protection of all personnel. Any chemical which is known to be present at the facility in such a manner that personnel may be exposed under normal conditions of use or in a foreseeable emergency are included within the scope of this program. The purpose of this Hazard Communication Program is: a. To establish guidelines for handling and control of potentially hazardous materials by documentation of health and safety information on all chemical products and raw materials used at work by the Republic Services personnel. b. To identify purchased chemical products, contents, and location of use for safety training and emergency response. c. To comply with the Federal OSHA regulation on Hazard Communication 29 CFR 1910.1200, state hazard communication regulations, and to provide a safe and healthful workplace for Republic Services personnel. d. To train Republic Services personnel in the proper use of chemicals and/or products containing potentially hazardous chemicals while working at this facility. e. To develop a protocol that all personnel are required to follow before perlbrming non- routine tasks with potentially hazardous chemicals. Materials that are not covered under this Hazard Communication Program are RCRA Hazardous Waste, CECLA Hazardous Substances, Tobacco or tobacco products, Wood or wood products, Food or alcoholic beverages, Cosmetics, Drugs, Articles, Consumer Products, Ionizing and non ionizing radiation or biological hazards. For detailed definitions on these materials consult the OSHA standard 29 CFR 1910.1200 on Hazard Communication. IL DEFINITIONS Article - means a manufactured item other than a fluid or particle: • Which is formed to a specific shape or design during manufacture, • Which has end use lunclion(s) dependent in whole or in part upon its shape or design during end use, • Which under normal conditions ol'use does not release more than very small quantities, e.g., minute or trace amounts ol'a hazardous chemical, and • Does not pose a physical hazard or health risk to personnel Consumer Product- where the chemical is used fbr the purpose intended by the chemical manufacturer or importer of the product, and the use results in a duration and frcqucncy of �.>2009 Republic Services Page 1 of 10 01/02/2011 Hazard Communication Program
