Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />July 31, 2018 <br /> Facility Address: <br /> 1004 S CHEROKEE LN, LODI <br /> Facility Name: <br /> ALLSPECS MUFFLER & BRAKES <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />The two hazardous waste labels, one designated for the three 55-gallon drums of used oil, and the other for the <br />two 55-gallon drums of waste antifreeze, were missing the hazardous waste properties. All hazardous waste <br />containers shall be marked with the following information: <br /> - the words “Hazardous Waste” <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> - composition (contents) <br /> - accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the <br />required information. The manager, Mean Khim, marked the hazardous properties on each label at the time of <br />inspection. Corrected on site. <br />The 55-gallon drum of crushed used oil filters was not marked with the start date. Used oil filters shall be <br />drained of free-flowing oil, stored in a closed, rainproof container, labeled as “drained used oil filters,” and <br />marked with an accumulation start date. Immediately mark the start date on the used oil filter drum and ensure <br />that all used oil filters are managed in this way. At the time of inspection, the manager, Mean Khim, verified the <br />start date for the used oil filter drum to be March 1, 2018, which was the date the facility purchased the oil filter <br />crusher. Mean Khim marked the start date on the used oil filter drum. Corrected on site. <br />Mean Khim, Manager, stated that the business opened in early 2017, but did not begin generating and storing <br />hazardous waste until early 2018. Mean Khim provided documentation as proof that the business obtained it's <br />EPA ID number on 2/2/2018. The used oil and waste antifreeze was hauled away on 4/17/18. The business, <br />thus, did not generate hazardous waste in the last calendar year (2017). <br />Provided: Hazardous Waste Emergency Information (modified contingency plan) form, hazardous waste labels, <br />hazardous waste label guidance document, and a list of CUPA training dates. <br />Waste Streams Observed: used oil, waste antifreeze, drained used oil filters, metal fines, lead acid batteries, <br />and oily rags. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 8/30/2018, 30 days from now. <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials <br />information online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
