Church St., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Complaint# C00033982 received of a business generating hazardous waste without a permit. This <br /> facility was found to generate hazardous waste and will be added as a hazardous waste generator with <br /> the San Joaquin County Environmental Health Department. A routine inspection was conducted at the <br /> time of inspection. <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> Notice to Comply - Minor violations: (7, 8, 52) <br /> 7. Sandblast waste and waste paint is being disposed of without first determining particle hazardous <br /> properties. Any person who generates a waste shall determine if the waste is a hazardous waste. <br /> Immediately stop disposal of sandblast waste and waste paint, make a hazardous waste determination, <br /> and manage it according the Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed by September 23, 2011. <br /> 8. This facility does not have a valid EPA ID number to manage hazardous waste. A hazardous waste <br /> generator shall not treat, store, dispose of, transport or offer for transportation, hazardous waste without <br /> an EPA ID number. Immediately obtain an EPA ID number to manage hazardous waste and submit <br /> evidence to the EHD by September 23, 2011. A form has been provided. <br /> 52. An emergency coordinator and modified contingency plan information is lacking. At the time of <br /> inspection, it could not be demonstrated (not necessarily documented) that employees who handle <br /> hazardous waste were properly trained. There must be at least one emergency coordinator on site or on <br /> call to coordinate emergency response measures, and the following information must be posted by a <br /> phone: the name and phone number of the emergency coordinator, location of fire extinguishers, spill <br /> control equipment, and if present, fire alarm; and the phone number of the fire department, unless the <br /> facility has a direct alarm. The generator must ensure that all employees who handle hazardous waste <br /> are thoroughly familiar with proper waste handling and emergency procedures. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose. Immediately provide training to all employees who handle hazardous waste. <br /> Submit proof of correction to the EHD by September 23, 2011. <br /> ALL EHD STAFF TIME ASSOCIATED HATH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHO'S CURRENT HOURLY RATE. <br /> EHD Inspector.
