(EarthCon) has reviewed the letter from the San Joaquin County <br /> Environmental Health Department (SJCEHD) dated November 18, 2016. In response to <br /> SJCEHD comments regarding the Hazardous Waste Tank Assessment (EarthCon, October 24, <br /> 2011), EarthCon is providing the following additional information: <br /> Comment 1: The assessment did not include the certification statement as required in 22 CCR <br /> 66270.11(d). [22 CCR 66265.192(g)] <br /> Response: The certification page was inadvertently omitted from the October 24, 2011 <br /> document but was included in the October 10, 2016 revision. A copy of the certification <br /> included in the October 10, 2016 revision is attached. <br /> Comment 2: The assessment referenced the manufacturer's specifications for material <br /> thickness, but did not include the actual thickness measurements from the tank inspection or the <br /> method used to determine the thickness. [22 CCR 66265.192(k)(2)(B)] <br /> Response: The manufacturer's specification was reviewed prior to the field inspection <br /> and was verified in the field by finding representative locations on the tanks that allowed <br /> use of a tape measure to gauge the thickness of the tank wall. These locations were <br /> primarily comprised of penetrations for piping on the top of the tanks; however, in <br /> instances where penetrations were not accessible, the wall thickness was evaluated <br /> adjacent to the manway. In each case the measured tank wall thickness was a <br /> minimum of 0.1875 inches (3/16"). EarthCon contacted Poly Processing on December <br /> 2, 2016 via telephone and verified that„the wall thickness of the tank is somewhat <br /> variable due to the rotational molding process used during manufacture and that the wall <br /> thickness varies between 0.22 and 0.28 inches, with the top being somewhat thinner'. <br /> ' Shawn Newberry- Poly Processing Engineer(318) 654-6354 <br />
