According to Frank Wilkerson, several managers ago <br /> a manager had ordered an entire container of aerosol cans. Several aerosol cans were observed damaged, rusted <br /> and missing actuators. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br /> hazardous waste determination for the red metal quart size container of glazing and manage it according the Title <br /> 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br /> managed. <br /> This is a repeat violation, Class ll. <br /> 110 CCR 66265.54 Contingency plan not current. <br /> The facility's contingency plan is incomplete. <br /> -Mary Robison was listed as an alternate emergency coordinator and she is no longer employed there per Frank <br /> Wikerson. <br /> -The wrong phone number was listed for the San Joaquin County CUPA. <br /> -The plan states that it was provide to local police and fire departments and it has not per Charina Gaspay. <br /> The contingency plan must include: <br /> 1. Description of actions facility personnel will take in response to fires, explosions, or any sudden or <br /> non-sudden release of hazardous waste to air, soil or surface water at the facility; <br /> 2. Description of arrangements made with local police departments,fire departments, hospitals, contractors and <br /> State and local emergency response teams to coordinate emergency services; <br /> 3. List of names, addresses, and phone numbers(office/home/cell)of all persons qualified to act as emergency <br /> coordinator. Where more than one person is listed, one shall be named as the primary emergency coordinator and <br /> all others in order in which they will assume responsibilities; <br /> 4. List all emergency equipment,which includes location, physical description, and brief outline of its capabilities; <br /> 5. Evacuation routes for facility personnel where there is a possibility of evacuation; <br /> 6. Current telephone number for State Office of Emergency Services. <br /> If the facility has a Spill Prevention, Control and Countermeasures plan, or some other emergency or contingency <br /> plan,the owner or operator need only amend that plan to incorporate hazardous waste management provisions that <br /> are sufficient to comply with the requirements of this chapter. Immediately prepare or amend an existing plan to <br /> fulfill the requirements of this chapter.
