An emergency coordinator and modified contingency plan information is not posted at the facility. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required information at the area where hazardous waste is being generated. A form is provided that can be used for this purpose. This is a minor violation. 505 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. The facility has a 500 gallon used oil tank in the "south" area . The tank is labeled "used oil" only. All hazardous waste tanks shall be marked with the words "Hazardous Waste" and the accumulation start date. Immediately ensure that all hazardous waste tanks are marked with the required information. This is a minor violation. 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored on site at any time may store waste on site up to 180 days. The "south" used oil tank was missing an accumulation start date. Since it cannot be determined how long the hazardous waste has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest. Submit a copy of the manifest to the EHD within 30 days. This is a Class II violation. 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. Oil filters were stored in open and unlabeled containers. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start date. Immediately label and securely close the filter drums and ensure that all used oil filters are managed in this way. Properly dispose of the filters within one year of generation and keep the recycling records for three years. This is a minor violation. Page 4 of 5
