LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> Emergency Services to describe the joint State and Federal response to a catastrophic earthquake <br /> in the Bay Area. This plan is a component of the Concept of Operations for the joint State and <br /> Federal response to a catastrophic incident in California. Under this plan, there are three response <br /> phases during the first 60 days after the earthquake. Activities occurring after the 60-day period <br /> are described as long-term recovery. The objectives for the three phases of response (immediate <br /> impact, sustained response, and relief) are summarized below: <br /> Immediate Impact: Earthquake (E)to E+72 Hours <br /> • Establish Interoperable Emergency Communications. <br /> • Save Lives and Protect Public Safety. <br /> • Provide Medical Care. <br /> • Establish Lines of Supply and Transportation. <br /> Sustained Response: E+72 Hours to E+14 Days <br /> • Reestablish the Medical and Public Health Systems. <br /> • Provide Care and Shelter for the Displaced Population. <br /> • Reduce Hazards to the Population. <br /> • Conduct Mass Fatality Operations. <br /> Relief: E+14 Days to E+60 Days <br /> • Provide Interim Housing for the Displaced Population. <br /> • Restore Infrastructure and Public Services. <br /> • Establish Temporary Transportation Capabilities. <br /> 1.3.4 Declaration of an Operational Emergency <br /> DOE defines an Operational Emergency as either: <br /> • A major unplanned or abnormal incident or condition that involves or affects DOE <br /> facilities and activities by causing or having the potential to cause serious health and <br /> safety or environmental impacts and requires additional resources to supplement the <br /> planned initial response; <br /> Or: <br /> • Any accident/incident involving an offsite DOE shipment containing hazardous materials <br /> that causes the initial responders to initiate protective actions at locations beyond the <br /> immediate/affected area. <br /> DOE sites/facilities must declare an Operational Emergency when incidents occur that represent <br /> a significant degradation in the level of safety at a site/facility resulting in potential health and <br /> safety hazards to workers or the public. <br /> 11 <br />
