If the on-duty LEDO does not arrive for <br /> duty in a timely manner, an attempt should be made immediately by emergency management <br /> personnel in the EOC to contact the on-duty LEDO. After initial attempts to contact the on-duty <br /> LEDO are unsuccessful, the back-up LEDO should assume command and task EOC personnel <br /> with contacting another LEDO to fulfill the role of Liaison Officer. In the unlikely event that no <br /> LEDO is available to assume the role of ED, the Emergency Management Coordinator(EMC) <br /> will contact the Director's Office, who will designate and authorize a temporary ED by <br /> providing instruction of his/her responsibilities under this Emergency Plan and associated <br /> plans/procedures. <br /> 2.2.2 General Concept of Operations <br /> • Persons discovering an abnormal event/condition immediately notify either Security, <br /> Fire Dispatch, or their supervisors who, in turn, notify Fire Dispatch or Security. <br /> • The twenty-four-hour notification point for LLNL "911" calls is Fire <br /> Dispatch/ACRECC located at Site 200. Fire Dispatch initiates response by notifying <br /> appropriate onsite emergency resources, typically under the command/control of the <br /> IC. All 911 calls to ACRECC are monitored by Security's Central Alarm Station <br /> (CAS), who dispatches the Protective Force Division(PFD). <br /> 28 <br />
