LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> Other positions supporting the Emergency Management Team are: <br /> • NNSA/LFO Emergency Manager—Federal oversight, serving on behalf of the <br /> Field Element Manager. <br /> • WebEOCO Specialist—Located in Emergency Management Team room and <br /> reports to the EMC. <br /> • Newswriter—Located in Public Affairs Office (PAO) or EOC,but directly reports <br /> to the PIM. <br /> • EOC Coordinators—One covers P&POperations/Logistics/Finance and <br /> Administration Sections; and one is roving as needed. All report to the EMC. <br /> 2.3.2.2 Operations Section <br /> This section is managed by the Operations Chief. <br /> Positions reporting to the Operations Chief are the Security Lead, ES&H Lead, Facilities Lead, <br /> EOC On-Scene Communicator, and the Volunteer Emergency Radio Group (VERG) Specialist. <br /> In a disaster, the Fire Disaster Dispatcher reports to the Operations Chief. <br /> 2.3.2.3 Planning and Intelligence Section <br /> This section is managed by the P&I Chief. <br /> Positions reporting to the P&I Chief are the Action Planning Leads, Accountability Lead and <br /> Accountability Disaster Call Center(if established),Notifications Officer, Damage Assessment <br /> Lead, Situation Status Lead, CQT Team Lead and Modeler, and WebEOC® Specialist. As <br /> necessary, ES&H technical support (radiation protection, industrial hygiene, biosafety, <br /> environmental protection) is provided through this section by SMEs from the ES&H Directorate. <br /> 2.3.2.4 Administration, Logistics, and Finance Section <br /> This section is managed by the Administration, Logistics, & Finance Chief. <br /> Specialist staff that may be contacted to support Logistics include Communications, <br /> Resource/Supplies, Care/Shelter, and Transportation personnel. <br /> Specialist staff that may be contacted to support Finance and Administration include Cost and <br /> Budget, Procurement, Human Resources, Compensation and Claims, and Legal personnel. <br /> 2.3.2.5 EOC Concept of Operations <br /> The LLNL EOC uses the basic SEMS/NIMS concepts for operational period planning (see <br /> Figure 2.5), as well as for obtaining and maintaining situational awareness and disseminating a <br /> common operating picture among the ERO and external partners. <br /> 37 <br />
