LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> 2.4 Activation of the Emergency Response Organization and Response <br /> Facilities <br /> 2.4.1 Operational Emergency Activation <br /> In the event of an Operational Emergency, the EMDO will: <br /> 1. Notify the LEDO <br /> 2. Activate the ERO,based on event categorization/classification and in accordance with <br /> this Emergency Plan and associated plans/procedures (see Table 2.3). Activation of all <br /> facilities is automatic for General Emergencies. Activation of all facilities, except the JIC <br /> (LEDO discretion in consultation with the PAO Manager), is automatic for Site Area <br /> Emergencies. For other Operational Emergencies, activation is based on LEDO guidance. <br /> 3. Provide initial offsite notifications. <br /> The time it takes to declare the EOC "operational" during normal working hours is within sixty <br /> (60)minutes of ERO activation notification. During non-working hours, EOC "operational" <br /> status is within a minimum of 60 minutes and a maximum of 120 minutes of ERO activation <br /> notification. <br /> The EOC organizational structure develops in a top-down modular fashion that is based on the <br /> size and complexity of the incident. The staffing level or functional areas are determined based <br /> on the need to effectively manage the incident. The ED may declare the EOC operational when <br /> he/she has sufficient organization staffing. <br /> The key staffing or functional areas for declaring the EOC operational would include: <br /> • Management functional area: <br /> o ED <br /> o Liaison Officer <br /> o PIM (either in the EOC or direct communications established[e.g., PAO DOC or <br /> JIQD <br /> o EMC <br /> • Operations Section functional area: <br /> o Operations Section Chief <br /> • Planning &Intelligence Section functional area: <br /> o P&I Chief <br /> o CQT Team Lead(HazMat incidents only) <br /> Once the EOC is declared operational by the ED/LEDO, there should be an initial briefing for <br /> the EOC staff by the EOC Coordinator and an initial telephone "bridge" call between the <br /> EOC/ED and IC to establish basic situational awareness and a common operating picture for the <br /> ERO. <br /> 42 <br />
