LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> Declaration of a General Emergency requires the same response as for a Site Area Emergency, in <br /> addition to the notification of offsite authorities to provide recommendations for public <br /> protective actions and JIC activation. <br /> 2.5.2 LLNL State of Emergency <br /> The Laboratory Director may declare that a public emergency exists that effectively prevents <br /> employees' attendance at work or the continuance of work at the Laboratory in a normal and <br /> orderly manner. A public emergency may include a natural disaster, such as fire, flood, <br /> earthquake or major storm, a man-made disorder, such as a demonstration, riot, or act of <br /> sabotage, or a significant disruption of electrical power or water service. <br /> Depending on the scope and scale of the emergency, the Laboratory Director, or Deputy Director <br /> acting for the Director, may elect to declare a"State of Emergency" at LLNL in accordance with <br /> LLNL Personnel Policies &Procedures Manual (Section G -VIIA). This is a formal mechanism <br /> for the Laboratory Director to authorize exceptions to provisions of Laboratory policies and <br /> procedures when such exceptions are in the best interest of LLNL operations or will facilitate or <br /> enhance LLNL's response to the emergency. Such a declaration would allow for the use of <br /> predetermined deviations from Laboratory policies and procedures, for example, the <br /> authorization of paid emergency leave if the Laboratory site was closed for an extended period of <br /> time due to a pandemic public health emergency. This would be an appropriate declaration to an <br /> ongoing emergency situation that effectively prevented employee attendance at work and <br /> continuance of work at LLNL. A sample 'Declaration of a Laboratory Emergency' can be found <br /> in Appendix E of ES&HManual Document 22.8, "Continuity Programs." <br /> 2.6 Other Emergency Response Assets <br /> 2.6.1 Field Monitoring Teams <br /> When required, the Worker Safety&Health Functional Area, the Radiation Protection <br /> Functional Area, and the Environmental Functional Area provide onsite (outside the immediate <br /> incident scene under the control of the IC) and offsite monitoring capabilities to the EOC CQT <br /> function through the use of a pool of team members. When an emergency classification of Site <br /> Area Emergency or General Emergency is declared, the Field Monitoring Team will be called in <br /> to supply real-time monitoring data to refine the results of the analytical models. Field <br /> monitoring data is also used to support the adequacy of emergency response actions taken to <br /> protect workers and the public. The ED and/or CQT Team Lead will request the activation of the <br /> Field Monitoring Team through the EOC Operations Section. <br /> Prior to any deployment, the Field Monitoring Team will have an approved monitoring plan. <br /> When ES&H Teams are being deployed onsite only, the CQT Team Lead will review and <br /> approve the monitoring plan; in the case of offsite deployment, the ED will provide final review <br /> and approval after consulting with appropriate offsite agencies. <br /> 44 <br />
