LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> 4.2.1 Communications Equipment <br /> Table 4.1 Communications Equipment <br /> Telephone Phones are located at all major buildings, operations areas, and some hazardous <br /> System waste management units. For emergency reporting purposes, at least one readily- <br /> accessible analog telephone is located in each LLNL facility that is routinely <br /> occupied. This telephone is in an area that is not subject to being locked. For a <br /> larger facility, multiple telephones are placed so that the travel distance from any <br /> location in the facility to the nearest telephone is no more than 200 feet(ES&H <br /> Manual,Document 22.5, "Fire," Section 4.13-Emergency Reporting).An <br /> emergency situation onsite can be reported by dialing 911. These calls are <br /> answered by Fire Dispatch center and monitored by the PFD CAS. During the <br /> workday, emergency medical calls are monitored by the HSD. The <br /> telecommunications system in the EOC has classified and unclassified telephones <br /> and ring-down service to Fire Dispatch and Site 300. Analog phone lines are also <br /> located in the EOC as back-up to the primary electricity-based phone system. <br /> Radio Systems Radios are used by appropriate personnel, such as the Fire Department, Security <br /> Organization, and the ERO. Incoming and outgoing radio communications are <br /> monitored and recorded in Fire Dispatch. The 400 MHz radios are the first line of <br /> communication for onsite emergency response. Both sites and all onsite Fire <br /> Department apparatus have trunked 800 MHz frequency capability that is used for <br /> communication with offsite fire/medical response agencies and provides a back-up <br /> system for LLNL responses. Dispatch consoles for fire and security are <br /> interconnected via a shared central electronic bank providing dispatchers the <br /> ability to communicate with each other. <br /> Public Address The site EVA system is used to communicate emergency alarms and instructions <br /> Systems to onsite workers.Fire Dispatch or EMD Alarms Division makes all <br /> announcements on the EVA. Speakers are located throughout operations areas and <br /> all major buildings. <br /> Paging Systems A communications system used to activate the ERO via radio pagers. <br /> Group Page for Employees who self-identify as hearing-impaired are issued an alphanumeric <br /> the Hearing pager to wear at all times while onsite. This group page will be activated by Fire <br /> Impaired Dispatch to notify these employees about emergency announcements made onsite. <br /> AtHoc The Emergency Programs Organization's current emergency information <br /> notification system, a digital system that uses telephones to relay appropriate event <br /> information. <br /> WebEOC® WebEOC° is a web-based emergency information system that provides access to <br /> information that can be simultaneously shared among emergency response ES&H <br /> Teams, decision-makers, and organizations during the planning,response and <br /> recovery phase of an emergency. This system is utilized in the EOC,TOC, DOCs, <br /> EBCC, JIC and Site 300. DOE/NNSA HQ Operations Center has WebEOC® <br /> connectivity with LLNL. <br /> Video- Classified and unclassified video-teleconferencing communications capability <br /> Teleconferencing (NNSA's Emergency Communications Network/Video-Teleconferencing <br /> (ECN/VTC) equipment)is located in the support area of the LLNL EOC and <br /> maintained by the Emergency Programs Organization. <br /> 62 <br />
