LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> Medical supplies for the administration of chelation therapy for patients with internal <br /> radiological contamination are stored in the Fire Department ambulances for transport to <br /> Stanford Health Care-ValleyCare and Eden Medical Centers as well as at the main Health <br /> Services site. This equipment and medication are supplied and maintained by the HSD. <br /> 9.4 Transportation and Evacuation <br /> Injured personnel are transported from the scene to either Health Services or the appropriate <br /> offsite facility(see Section 9.1 above)by LLNL-owned ambulance (two at Site 200; one at <br /> Site 300) or private ambulance arranged by ACFD. Personnel with known or suspected <br /> contamination are transported to the decontamination entrance of the HSD. <br /> Critically injured and chemically-, biologically-, or radiologically-contaminated victims are <br /> transported directly to Eden Medical Center by the Fire Department. Air ambulance service is <br /> requested in accordance with Alameda County critical trauma protocols and ACFD emergency <br /> operations policy and procedure by the IC. The ACRECC is responsible for dispatch of the next <br /> available air ambulance. LLNL will provide equipment and expertise, as needed, at the receiving <br /> facilities in support of chemically, biologically, or radiologically contaminated victims in <br /> accordance with the MOUS. <br /> Communication to the receiving facility is the responsibility of the initiating organization. LLNL <br /> will communicate in accordance with the Alameda County Emergency Medical Services policy <br /> and procedure, and will also notify the HSD of the transport. Medical staff at the HSD will <br /> contact the receiving hospital regarding personnel transported from either medical facility. <br /> Special evacuation procedures are not needed for HSD. <br /> 9.5 Communications <br /> In addition to dispatching for Site 200 and Site 300, ACRECC provides dispatch service for a <br /> large portion of eastern Alameda County. ACRECC is located at the Site 200 and operates under <br /> Alameda County Emergency Medical Services and the California Governor's Office of <br /> Emergency Services policies and procedures. When operational, the EOC monitors 400 MHz <br /> emergency radio traffic between the IC and dispatch. This radio is also monitored by the HSD <br /> during normal work hours. The IC will keep the HSD informed about the status of situations <br /> involving injured personnel. During normal work hours, the HSD has responsibility for <br /> notifications to Laboratory management and family members with regard to ill or injured <br /> employees; outside of normal work hours, the LEDO has notification responsibility. In the event <br /> of an Operational Emergency, LLNL will utilize the State ICS for communication and <br /> mobilization of resources at the direction of the IC. <br /> Additional communication tools include the WebEOCO communication system and the VERG <br /> network. The WebEOC° communication system is used by the EOC and the DOCs to record and <br /> monitor information during Operational Emergency events. <br /> 90 <br />
