LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> 12 PROGRAM MANAGEMENT AND ADMINISTRATION <br /> 12.1 Emergency Programs Administration <br /> The Head of the LLNL EMD serves as the Emergency Management Program Administrator as <br /> required by DOE Order 151.1D. <br /> James D. Colson <br /> Lawrence Livermore National Security, LLC <br /> Lawrence Livermore National Laboratory <br /> L-388 <br /> 7000 East Avenue <br /> Livermore, CA 94550 <br /> 925-423-6983 <br /> The EMD includes the Emergency Programs Organization. As delegated by the Department <br /> Head of EMD, the Emergency Programs Organization Manager manages or coordinates <br /> implementation of the DOE Order 151.1D-mandated programmatic elements for a <br /> comprehensive emergency management system. <br /> 12.2 Documentation <br /> The Emergency Programs Organization staff ensures adequate documentation and maintenance <br /> of technical data that supports the overall emergency preparedness program. This information <br /> generally falls into three categories: technical supporting information, emergency preparedness <br /> documents, and records. The Program Administrator ensures that up-to-date (and controlled, if <br /> applicable) copies are maintained, information is properly distributed and documents are updated <br /> when needed or required. Technical supporting information includes diagrams, illustrations, <br /> maps,procedures, equipment lists, and document references. <br /> In addition to technical supporting information, the Emergency Programs Organization <br /> administers the development of documents such as hazards assessments, Emergency Readiness <br /> Assurance Plan, and EPZ documentation. Records that are important to maintain in an auditable <br /> form include training records, drill and exercise records, evaluation reports and records resulting <br /> from actual Operational Emergencies. <br /> The EMD's Emergency Programs Organization staff maintains records of information and <br /> actions relating to the activation of the EOC following termination of an emergency response. As <br /> part of these records, an After Action Report is prepared by the EMC to document the <br /> performance of the EOC and any lessons learned for the EOC or ERO. <br /> The Program Administrator also determines which emergency management records are <br /> considered vital, and ensures the proper storage and availability of vital records essential for the <br /> continued functioning, operation, or reconstitution of a site organization/activity during or after <br /> an emergency. <br /> 100 <br />
