LLNL Emergency Plan <br /> Rev-23 <br /> October 2017 <br /> 13 TRAINING AND DRILLS <br /> The goal of the ERO training program is to ensure that the ERO is prepared to carry out <br /> emergency response functions during an emergency. The ERO training program is administered <br /> in accordance with Emergency Programs Organization plans for ERO training and the ES&H <br /> Manual Document 40.1, "Training Program Manual."ERO drills are administered in accordance <br /> with Emergency Programs Organization plans for ERO drills and exercises, and are covered in <br /> Section 14 of this plan. <br /> There are two emergency management training program categories at LLNL: Emergency <br /> Preparedness Training and Emergency Response Organization Training. They are designed to <br /> meet the following goals: <br /> • Provide general instructions to the onsite population (including visitors and guest) <br /> regarding potential hazards based on the All-Hazards Survey, methods of alerting and <br /> protective actions that may be ordered <br /> • Provide training to members of the ERO, to include initial and annual refresher training <br /> • Provide problem solving drills to the members of the ERO to enhance their skills <br /> • Continually improve emergency management/emergency response training incorporating <br /> new ideas and lessons-learned <br /> • Provide appropriate offsite agencies the opportunity to participate in selected LLNL <br /> training <br /> • Provide a cadre of trained evaluators and controllers for the drill/exercise program <br /> 13.1 Courses <br /> The actual functions performed and responsibility levels of the ERO position are used as the <br /> basis for an individual's required training courses. Institutional training requirements for a <br /> specific position are approved by the LLNL training program committee and are identified in the <br /> Laboratory's course catalog. Non-institutional courses may be scheduled as needed. <br /> 13.2 Training Requirements <br /> Each ERO training course is developed with terminal and enabling learning objectives that are <br /> contained in a course syllabus. The course syllabus also contains additional design elements such <br /> as duration, method of delivery,prerequisites and credit hours (where applicable) and retraining <br /> frequency. An outline and complete matrix of the ERO training courses and associated ERO <br /> drills are contained in Emergency Programs Organization plans for ERO training. <br /> 102 <br />
