STATE OF CALIFORNIA — ENVIRONMENTAL PRO' ON AGENCY PETE WILSON, Governor
DEPARTMENT OF TOXIC SUBSTANCES CONTROL s• °:. .
REGION 2
700 HEINZ AVE., SUITE 200 M o
BERKELEY, CA 94710-2737
(510) 540-3847 RECEIVOOD August 13, 1992
AUG 2 a 1992
To the Enclosed Addressee List:
ENVIRONMENTAL HEALTH
PERM
REQUEST FOR APPLICABLE, RELEVANT AND APPROPRIATE REQUIREMENTS
(ARARs)
The Lawrence Livermore National Laboratory Site 300 (LLNL-
300) is located in the Altamont Hills on the border between San
Joaquin and Alameda Counties. It is 8 miles southwest of Tracy
and 65 miles southeast of San Francisco. It was placed on the
National Priority List of Hazardous Waste Sites in August 1990.
As a result of this listing, a Federal Facility Agreement (FFA)
was signed on June 29, 1992 by the United States Environmental
Protection Agency - Region IX, California Regional Water Quality
Control Board - Central Valley Region, California Department of
Toxic Substances Control - Region 2, and the United States
Department of Energy. The FFA states that the U.S. Department of
Energy will investigate and subsequently remediate LLNL-300 in
accordance with CERCLA requirements, under which all Applicable,
Relevant and Appropriate Requirements (ARARs) and laws must be
satisfied. Therefore, we are requesting that you provide your
agency specific ARARs for LLNL-300. Through this process, the
State will be able to ensure that your requirements and concerns
are addressed and satisfied during the remediation of LLNL-300.
LLNL-300 was open range land prior to being purchased by the
Atomic Energy Commission in 1953, and has since been used as for
processing, testing, and detonating high explosive materials.
Past waste management practices have resulted in the
contamination of soil and groundwater
The individual areas of contamination,
units) corresponding contaminants and
below.
Building 834•
in some areas of the Site.
(identified as operable
operations are listed
The Building 834 Complex is located in the Weapons Test
Area.
