WASTE DISCHARGE REQUIREMENTS 5 <br />UNIVERSITY OF CALIFORNIA <br />LAWRENCE LIVERMORE NATIONAL LABORATORY EXPERIMENTAL TEST SITE <br />AND U.S. DEPARTMENT OF ENERGY <br />ALAMEDA AND SAN JOAQUIN COUNTIES <br />waste treatment facility located at Building 829. Due to existing controls, no other <br />pollutants are considered as potential contaminants in the storm water. <br />19. The Board has classified these discharges as minor discharges. <br />20. The $oard adopted a Water Quality Control Plan, Second Edition for the San Joaquin <br />River Basin (hereafter Basin Plan) which contains water quality objectives for all <br />waters of the Basin. These requirements implement the Basin Plan. <br />21. The beneficial uses of the San Joaquin River downstream of the discharge are <br />municipal, industrial, and agricultural supply; water contact and noncontact <br />recreation; aesthetic enjoyment; navigation; ground water recharge; fresh water <br />replenishment; and preservation and enhancement of fish, wildlife, and other <br />resources. <br />22. The beneficial uses of the ground water are domestic, industrial, and agricultural <br />supply. <br />23. The permitted discharge is consistent with the antidegradation provisions of 40 CFR <br />131.12 and State Water Resources Control Board Resolution 68-16. The impact on <br />water quality will be insignificant. <br />24. The Discharger is in the process of studying non-stormwater discharges. The <br />Discharger reported to the Board on 2 October 1992, the preliminary results of this <br />study identifying several illicit connections to the storm drain system and requested <br />the three-year extension to make corrections to these discharges as allowed in Section <br />A.6 of the General Permit. In December 1992, the Board granted the Discharger until <br />27 March 1995 to eliminate or permit all illicit connections. The Discharger is <br />continuing to study the illicit connections and make repairs as required. Additional <br />information on the progress of the study was provided to the Board in the <br />Discharger's 1993 Annual Storm Water Monitoring Report. At the present time, not <br />enough information is available to permit these discharges. Pending results of the <br />further studies, this permit may be reopened. <br />25. Effluent limitations, and toxic and pretreatment effluent standards established pursuant <br />to Sections 301, 302, 304, and 307 of the Clean Water Act (CWA) and amendments <br />thereto are applicable to the discharges. <br />
