WASTE DISCHARGE REQUIREMENTS g <br />UNIVERSITY OF CALIFORNIA <br />LAWRENCE LIVERMORE NATIONAL LABORATORY EXPERIMENTAL TEST SITE <br />AND U.S. DEPARTMENT OF ENERGY <br />ALAMEDA AND SAN JOAQUIN COUNTIES <br />4. The discharge shall not contain concentrations of any materials which are <br />deleterious to human, animal, or plant life. <br />5. The discharge shall not cause aquatic communities and populations, including <br />vertebrate, invertebrate, and plant species, to be degraded. <br />6. The discharge shall not cause a violation of any applicable water quality <br />standard for receiving waters adopted by the Board or the SWRCB pursuant to <br />the CWA and regulations adopted thereunder. <br />D. Provisions <br />1. Within 30 days of the date of this Order, the Discharger shall submit a map <br />showing proposed locations for monitoring the receiving water up- and down- <br />stream of the cooling tower blowdown discharge points into Corral Hollow <br />Creek. <br />2. By 1 July 1994, the Discharger shall submit a Storm Water Pollution <br />Prevention Plan (SWPPP) developed following the requirements of Section A <br />of the General Permit, and shall implement the plan immediately. The Board <br />will notify the Discharger if the SWPPP does not meet one or more of the <br />minimum requirements of the General Permit. Within 30 days of the Board's <br />notice, the Discharger shall submit a time schedule to make the requested <br />changes. After making the required changes, the Discharger shall provide <br />written certification that the changes have been made. <br />3. By 1 August 1994, the Discharger shall submit results of the non -storm water <br />discharge study. <br />4. By 1 September 1994, the Discharger shall provide results of a fish bioassay <br />on 100 percent solution sampled from Tower B-865 cooling water blowdown <br />after the biocide as been added at its normal operating concentration. <br />5. If cooling tower discharge changes the pH of the receiving water by more than <br />0.5 units, within 60 days of determining the change the Discharger shall <br />submit a plan to remediate the effect of the discharge on receiving water. <br />6. At least two weeks before any discontinuation of the Hetch Hetchy water <br />supply, the Discharger shall notify the Board that the 14 cooling towers will be <br />discharging to SWDC.
