EPA ID No. CA <br />2890090002 <br />Dear Mr. Kato: <br />The Department of Toxic Sul. stances Control has reviewed the closure certification report <br />titled "The Constriction Quality Ass trance for the RCRA Closure of Building 829 high <br />Explosives Open Burn Treatment Fs.cility Experimental Test Site 300" dated F.ebruary 3, 1999. <br />Based on this report, DTSC ttnderst4nds the following: <br />1) The report certified that Building 829 High Explosives Open Burn Treatment I-acility, <br />Experimental Test Site 300 bas been closed in accordance with the approved closure plan <br />with minor approved field m Aifications. <br />2) The closure; complied with tY , requirements in California Code of Regulations, Title 22, <br />Chapter 15, Article 7 (closer, of ISD facilities). <br />3) Construction quality assuran c (CQA) services and preparation of this report were <br />provided by Golder Constrtt :ion Services (GCS), Inc., of Roseville California. GCS' <br />CQA monitoring and testing :onfirmed that the construction of the closure cover was <br />completed in accordance wit'.i the approved design and specifications. <br />This letter is to acknowledge: that DTSC has reviewed this report and accepts this closure <br />certification and considers Building 829 High Explosives Open Burn Treatment Facility <br />officially closed. However, since cl,.an closure performance standards were not met, LLNL-Site <br />300 is required to submit a post -closure pennit application to DTSC within 180 days of the date <br />of this letter.
