PRA06-038 <br />April 28, 2006 <br />Page 2 <br />Ms. Barri <br />SUBJECT: LLNL Site 300 Response to the Violations Identified in the DTSC <br />March 20, 2006 Inspection Report, EPA ID. No. CA2890090002 <br />Lawrence Livermore National Laboratory, Site 300 <br />2. Transporting the waste by an LLNL hazardous waste transporter -registered <br />vehicle to Clean Harbors. <br />3. Ensuring the waste was accepted by a TSDF, in compliance with the "cradle to <br />grave" tenet of RCRA. <br />Moreover, human health and the environment were never compromised as a result of <br />this administrative violation. The waste was never out of the control of LLNL or Safety <br />Kleen personnel, and it was properly disposed at the Clean Harbors facility. <br />Prior to receiving the violation, LLNL determined that all future wastes of this type <br />would be shipped to Clean Harbors, thereby avoiding future waste acceptance issues <br />by Safety Kleen. After receiving the violation, LLNL's shipping personnel reviewed the <br />inspection report, Health and Safety Codes 25160.6 (a)(1) and 25189 (a), DTSC Fact <br />Sheet "Rejected Shipments of Hazardous Waste," manifests #23440668 and 23440682 <br />and this corrective action response letter. <br />LLNL respectfully requests DTSC to return LLNL Site 300 to compliance by accepting <br />the violation corrective actions described above. <br />Please contact Patrick Epperson, Deputy Division Leader, Radioactive and Hazardous <br />Waste Management (RHWM), at (925) 422-6920 if you have any questions regarding <br />this response. <br />Sincerely, <br />Albert L.
