CLASS 1* MODIFICATION REQUEST
HAZARDOUS WASTE MANAGEMENT FACILITIES
Site 300
EPA ID #: CA 2890090002
LAWRENCE LIVERMORE NATIONAL LABORATORY (LLNL)
On July 3, 2007, the U.S. Department of Energy (DOE), National Nuclear
Security Administration (NNSA), owner and co-operator of Lawrence Livermore
National Laboratory (LLNL) notified the Department of Toxic Substances Control
(DTSC) that DOE NNSA will transfer co -operational control of the Lawrence
Livermore National Laboratory (LLNL), Hazardous Waste Facility Permits
(HWFP) and Permit Applications from the Regents of the University of California
(UC) to the Lawrence Livermore National Security, LLC (LLNS) on October 1,
2007. The LLNS management team includes Bechtel Corporation, the University
of California, Washington International, BWX Technologies and Battelle.
LLNS will operate the three operational hazardous waste facilities (i.e.,
Explosives Waste Storage Facility, Explosives Waste Treatment Facility, Building
883 Container Storage Area) and the Building 829 post -closure permitted facility
in accordance with the DTSC HWFPs, approved Part A and Part B permit
applications and the post -closure permit application. This change in co-operator
will not reduce or compromise the ability of facility personnel to continue waste
management operations in a manner that is protective of human health and the
environment.
On July 18, 2007, LLNS and DOE NNSA submitted the Class 1* permit
modification to request DTSC to approve the co-operator transfer from UC to
LLNS. The modification request also included the revised HWFP and permit
application pages with the name of the new co-operator, LLNS, and the name,
title and signature of the LLNS representative on all permit application signature
pages.
Pursuant to the regulatory provision found at 22 CCR 66270.42 (a)(1)(C), "Any
person may request the DTSC to review, and the DTSC may for cause reject,
any Class 1 [or 1 *} permit modification.'
Site 300 Background Information
Lawrence Livermore National Laboratory (LLNL) is owned by the U.S.
Department of Energy (DOE) and is operated DOE and its LLNL contractor.
