HEALIIi
GROUND ZERt ANALYSIS, INC.
1714 Main Street 2
Escalon, California 95320-1927
Telephone: (209) 838-9888
Facsimile: (209) 838-9883
December 4, 2003
Ms. Lori Duncan
San Joaquin County Public Health Services
Environmental Health Division
304 East Weber Avenue, Third Floor
Stockton, CA 95202
Subject: Drilling Permit Application
5151 Almondwood Drive,Manteca, California
Dear Ms. Duncan:
Enclosed herewith is a completed drilling permit application and associated fees in accordance with
the October 3, 2003 workplan submitted to San Joaquin County Public Health Services
Environmental Health Division(EI-ID) for additional investigation at the subject site. The workplan
was approved in your letter dated October 16, 2003. Ground Zero contacted the drilling contractor,
Fisch Environunental, on November 14, 2003 to schedule the drilling. The earliest possible drilling
date for the required rig was during the week of January 12, 2004. Ground Zero has tentatively
scheduled the drilling to be conducted January 12-13, 2004. Fisch Environmental can be reached at
209-772-3570.
Ground Zero would like to clarify issues raised in EHD's October 16 letter pertaining to a reported
minor soil excavation and handling of the soil stockpile. Ground Zero was not involved in the
removal of the Underground storage tank (UST) in February 1999. When Ground Zero initially
observed the site in October 1999 a small soil stockpile was located adjacent to the UST excavation.
When contacted, the UST removal contractor indicated that they typically remove soil around the
UST, including fill and native material to approximately two feet below the bottom of the fill
material. Thus Ground Zero reported in correspondence dated October 3, 2002 that "the tank
removal and minor overexcavation have removed the contamination source from the soil." The soil
stockpile was previously illustrated on site maps in previous reports dated March 23, 2000, August
11,2000, and April 18,2001.
During well installation activities in January 2001, the soil cuttings from the boreholes were placed
on the existing soil stockpile and covered with plastic. As reported in the Well Installation
Summary Report dated April 18, 2001, "No TPHG or BTEX was detected in the 4:1 composite soil
sample collected from the stockpiled soil." Thus, Ground Zero recommended that the soil waste
pile be disposed of by spreading on site. It should be noted that the initial soil stockpile sample
collected at the time of the tank removal on February 5, 1999 contained only 0.31 parts per million
